Parent one game object to another.

Note:
Slow Parent doesn't work with objects parented while the game is running (ie with the Parent Actuator)

3D View window
Select both objects
Select 1st Object (the child)
Hold Shift key down
Select 2nd Object (the parent)
Release Shift key

Parent 1st Object to 2nd
Ctrl P key
Make Parent
or
3D View menu >> Object >> Parent >> Make Parent

Enable Slow Par button.

Select Child

Buttons Window menu >> Object (F7) >> Object buttons

Set Time Offset.
