Note:
  • Enable LoopTools (Step 2) added a LoopTools tab to the Tool Shelf.
 
Open the Tool Shelf
  • T key

Note:
  • LoopTools: Loft is used to Skin the track
   
Enable Loft Loop checkbox
  • Tool Shelf >> LoopTools tab
  • Loft button arrowhead >> Loop checkbox

Flip Normals (if needed)

Note:
  • Sometimes when the track is skinned the normals will be pointing down, making the track invisible from the top in Object Mode.  Flipping the normals will make it visible.

Flip Normals (if needed)
  • Tool Shelf >> Normals tab >> Flip Direction
or
  • 3D View menu >> Mesh >> Normals >> Flip Direction
